The dedication on this memorial is to Chandos 6th Marquess of Ailesbury.  We did an internet search and found lots of information about him at:  Wikipedia, along with a rather lovely photograph of him and his wife.

The information tells us his full name and title was George William James Chandos Brudenell-Bruce, the Most Honourable 6th Marquess of Ailesbury, DSO, TD, KstJ, DL, JP, styled Earl of Cardigan and was a British soldier.  It further tells us he produced hand-written memoirs and he was known as Chandos.
